I know of two, but neither have turns.
I originally learnt from Book 2 of 'Step by Step to the Classics', a series of 6 books ed by Felix Swinstead. I worked through all these excellent books (published by Banks I think). Maybe thy are still around.
Later I found out that there were a some slight simplifications in a couple of places, and later played from a book of Beethoven Bagatelles. Now of course its from memory.

The now defunct publisher Kunemann used to publish a volume of Beethoven's Bagatelles and Individual Pieces. It claims to be an Urtext so it should be definitive for Fur Elise. It is still possible to find copies of it.

p.s. There are no turns
