At which pitch should the Ab chromatic scale start, for Grade 3 piano.
In the scale book, only the first octave is written out and this starts on the Ab above middle C. Is it best to start on the octave below?

You can start wherever is comfortable.

I think the chromatic scales at grade 3 are 2 octaves, so as Nat suggested the Ab below middle C works out well.

But I don't think you are marked down if you don't place the scale centrally on the piano. It's just more convenient for you.
