I asked the PRS about this before (and may have mentioned it here).
They cannot police every individual who wants to put a performance of something that isn't out of copyright on YouTube so their attitude is that YouTube is the publisher and they look to YouTube for compensation. Thus they were (when I spoke to them) in discussion with YouTube about a fee.
So, according to them, you can post whatever you like to YouTube with impunity - but if you published something which infringed copyright on your own site they might come after you (however unlikely that might actually be).
