I might have to move to Cornwall from Sepetember, even though I'd rather not, and I was just wondering if anyone knew of the standard of the Cornwall County Orchestras? I'm currently in the Suffolk Youth Wind Band, but I'd have to give that up as I would no longer be living in Suffolk. I'd still love to play at a county level though, and I don't know what it's like. Any ideas?

Cornwall Music There certainly seems to be quite a bit going on in terms of instrumental groups.

I think the 'county' orchestra's are quite high. As you can see from the link, you have to audition to get in.
I play in the St.Austell Chamber Orchestra (a school orchestra of grade 3+), where you don't have to audition 'cause it's a 'intermediate' orchestra.

Join the wind band if you can! but the auditions for both are in july...could be problematic for you? If you don't get in there's always clarinet choir which is held yearly I think
I was in the wind band and it rocked!! Both are good though. Obviously I can't really compare with suffolk because I've never experienced it but I do know that the Cornwall music service has an excellent reputation around the country.
