It's a problem in the way music is split into theory and practice for teaching / examination purposes (along with several other splits). Unless you're a genius (if so, please skip the rest of this note) you had to learn some theory to learn to read music.
From there on, it's about understanding what you are doing. True, one could slavishly read and just play, a slightly more human version of a midi file or pianola, but if you want to
get into music, you need to learn a little more about its whys and wherefores.
At the same time, too much theory, categorisation, dissection and that, takes the magic away, so you have to strike a balance.
An amount of 'musical literacy' is needed for grades 7&8. By then you should have developed an inner ear able to hear what you see (without an instrument to try it out on).
