You are quite right - it can be contracted in that way and in that sense. But that's not what I intended.
I wasn't meaning to correct or change what had been written.
I was using
has in its full form and with underlining to stress the question. That's all. Not sure how else I should have written it ... I guess you have to say it to be clear.
