Would it be better if I use a harder Reed, says 3 or 3 1/2?

I find myself playing Flat on the high A or above.

It sounds like you need to work your embouchure more on the high notes. It does take a time to get high notes in tune!
is it related to Throat position more than embouchure for high notes?
