The question says rewrite bar 3 of the voice part in simple time but without changing the rhythmic effect. Remember to include the time signature.

The bar 3 has time signature of 9/8

What does this question even mean?!!

Help appreciated.

What does 9/8 mean?

It means that there are 3 dotted crotchets in a bar so the time is described as compound triple.
You have to write it out in simple triple time so that would be 3/4.
You have to make it sound the same as the original so will very likely need to use triplets.
Start by working out what value note = 1 in each time signature and make sure that when you compare 1 always = 1.
Hope that helps a bit.... go back to whichever wokbook you used and look at the examples.
It's a bit tricky to cover all possibilities on here in a short space of time.
