As long as the child is at least the same height as an assembled bassoon, they could play a full-size instrument.
Hand size is an issue, but not an insurmountable one. There are bassoons with modified keyword for players with small hands - which also includes adults with small hands. Bassoons with this modified keywork are called short reach instruments. (Strictly speaking it is possible to have any bassoon keywork altered to suit the players hands).
If the 9 year old is very small for their age, there is an instrument called a tenoroon - essentially a smaller bassoon pitched a fourth higher. It uses standard bassoon fingerings, but they keyboard part of any accompaniment has to be transposed up a fourth in order to be in tune with the instrument.
