Not in orchestras or AFAIK in wind bands. In British brass bands you sometimes come across tenor trombone parts notated in treble clef Bb octave transposition, like a brass band euphonium or a baritone horn. I suppose the idea was that this made it easier for the player of one of those to transfer to tenor trombone, since there would then be a one-to-one correspondence between fingering with which he was familiar and slide position: 0 -> 1, 2 -> 2, 1 -> 3, 1+2 -> 4, 2+3 -> 5, 1+3 -> 6, 1+2+3 -> 7. Even in the brass band, tenor clef is more usual, in my experience. In the orchestra, tenor trombone can be notated in alto, tenor or bass clef, but always concert pitch.
