I'm considering taking a voice exam next summer, and have been reviewing the syllabus on the ABRSM site. Am I misreading it, or are there really no scales or arpeggios?

You are not misreading, there are no scales or arpeggios : singing exams are set up differently, a traditional song takes the place of the scales/arpeggios.
