I am trying to finalise piano diploma programme and would like to know if haydn's variations in Fm should be played with all the repeats or with none?
I am going to play:
Bach - toccata in Em
Haydn - variations in Fm
Liszt - petrach sonnet 123
Ravel - sonatine
If I don't do repeats for Haydn I will play medtner forgotten melodie op38 a la reminiscence
Just to make up time to right length.
What does anyone think??

I usually play all the repeats, a lot of them are just a few bars. However you might get away with omitting a longer one if you have timing problems.

Great choice for a recital indeed - and I'm also thinking of programming Haydn's Variations in F Minor into my DipABRSM Piano recital.
The question of whether to repeat or not to repeat depends a lot on the timing of your recital as a whole, as f#minor says. If you're over the allotted time limit with all repeats in, them cut some out, maybe one longer will be sufficient. If you're likely to be slightly shy of the minimum time limit unless you do them all, then keep them in. Decide with your teacher what the best course of action is, and try out various different combinations of repeats to see which works best in the overall scheme of things. But remember, you must stay within the 35 +/- 10 % time limit.
Looking at your programme - it looks like you may have too much rather than too little material. The Bach Toccata is a longer multi movement work, as is the Ravel Sonatine, am I right?

The Variations with repeats on my recording are 14 mins, and the Ravel 12mins. Not sure of the Bach though, but I would have thought at least another 12 if not more, so it does look too long.

An average performance of the Bach toccata is around 8 minutes, Liszt around 7. Without the repeats, the Haydn is about 8-9 minutes long, which would make OP's program about 35-36 minutes, so I'm confused as to why OP thinks the program is too short without repeats? It seems to me that excluding the repeats makes the program an optimal length
It's a great program! (even though I strongly dislike the Haydn, the other pieces make up for it
