What is the difference between an electric piano and a keyboard? For someone with learning to play, does it really matter which is used? If it does why?

I think the main difference is the toucher. An electric piano usually has weighted keys, similar to the weight of the keys of an acoustic piano. If your goal is to play piano you'll need that because otherwise it will be hard to play piano pieces on it and to change between an electric and an acoustic piano. Also a keyboard usually has only 61 keys and an electric piano 88 or 76.

The electric piano is closer to the ordinary piano as Nocturne explains. A keyboard is different to a piano and some exam boards actually have keyboard exams because they are different instruments. If you want to learn piano, you need to practise on a piano or an electric piano. Definately not a keyboard. Practising on a keyboard only limits technique and progress.

Keyboards don't usually have pedals either, I started learning the piano on a keyboard and struggled when I got onto pedalling.
