I have copied and pasted a map into microsoft word, and I am trying to put an arrow on there, but everytime I try, the map picture jumps out of the way! The 2 pictures won't overlap. Whats going on?

Right click the picture, select Format picture, go to the layout tab, and select 'In front of text'
And you should be able to place arrows on it now. Hopefully

If you go on advanced settings there should also be a 'no overlap' and 'move object with text' options...

You don't have to say "in front of text" to be able to move it. You could choose "behind text" or "square" as well I think. The difference is something to do with the way the text wraps around the picture.
